If you had ~$230k in today's dollars but in 1961, and decided to spend it all on buying 248 Minivac 601s, a relay computer from back then that Claude Shannon created, and also if you invented Tetris 25 years before it was actually invented, you could have made Tetris out of 1465 relays!
Since we're not in 1961, and as 248 Minivacs are hard to come about, I made an online simulator of what that would be. Gameplay is painful, but it's not not Tetris. And yes, all of the relays are electrically simulated. There's no "code" to speak of. See the link to the circuit in the footer. It's crazy. Also, fun fact, consider that the New York City subway is mostly controlled by relays...!!
